Strategic Spectrum Subject Matter Expert (SME)-Casual-DC Metro Area-Secret

SOLUTIONS ARCHITECT SME

Position Description:
The candidate will be a Strategic Spectrum Subject Matter Expert (SME) providing spectrum expertise and advisement to the program manager, technical team leads, software development team members and valued senior Government customers. The SME will be responsible for providing strategic guidance and vision and will conduct valued research to shape and inform the programs software development roadmap, planning, and execution. The SME will also assist in obtaining inputs from multiple SMEs to derive operational plans and roadmaps, while demonstrating the ability to write & vet requirements (user stories) with acceptance criteria for system review engineers and government stakeholders during periodic Integrated Project Team (IPT) meetings. The SME will be expected to assist developers with understanding spectrum requirements and system/equipment limitations and advantages to aid the efficient implementation of capability improvements into developed products, services, or systems. The candidate will be expected to contribute to agile ceremonies and play a key role in customer-facing technical exchanges. The candidate will prepare to independently host stakeholder technical exchange meetings and participate (as the GDIT lead) in appropriate Government spectrum working group sessions. The SME will conduct instructional, in-person or virtual product training for stakeholders or federal agency customers, as required.

Responsibilities:
Demonstrate the ability to work independently.
Research, communicate and apply electromagnetic spectrum industry best-practices to assigned GDIT and Government software development initiatives and missions.
Apply spectrum expertise to GDIT program and customer mission and vision advancement.
Demonstrate the ability to communicate program goals, objectives, and opportunities clearly and effectively to senior executives, customers and stakeholders.
Collaborate closely with Agile team to appropriately define Epics, Features, User stories, and Acceptance criteria.
Utilize spectrum domain expertise to devise new and innovative was for Government spectrum users to leverage available spectrum management efficiencies.
Develop, advance and communicate the programs software development strategy using spectrum best practices.
Demonstrate the ability to obtain inputs from multiple SMEs to derive operational plans and roadmaps.
Write requirements as high-level user stories or epics in GitLab; proposing business solutions to meet requirements.
Help developers and testers understand spectrum functionality to be implemented within software solution.
Help to test spectrum functionality after developers implement changes.
Be the Subject Matter Expert for Spectrum frequency assignment questions.
Provide Operational support expertise, as required.
Demonstrate good written and verbal communication skills coupled with strong listening skills.
Write documentation applicable to both a spectrum engineering and software developer audiences.
Support the development of architecture mock-ups, flow diagrams, or models, and procedures along with conducting feasibility studies to design possible system solutions.
Support the development of training material, PowerPoint presentations, and conduct in-person and virtual training for agencies.

Deliverables:
Accurately support defining Epics, Features, and User Stories to support customer acceptance criteria.
Positively contribute to all agile ceremonies (Sprint Planning, etc.).
Contribute to architecture mock-ups, flow diagrams, models, and procedures as needed to define GitLab stories.
Training material, training scripts, PowerPoint presentations needed for training sessions.
Input for the User Training Manual for use by the end user community on how to use the system to input and process certification requests.
Others as assigned.

Years of experience: 15-20 years

Required Skills:
Knowledge of United States and international electromagnetic spectrum policies and management and
Knowledge of radio transmitters and receivers, radar, antennas, and satellites (radio spectrum).
Recognized subject matter expert in job area (EM Spectrum) typically through advanced education and work experience.
10+ years experience with EM spectrum frequencies and how the federal government assigns them.


10+ years experience working with system parameters for satellites, radars, antennas, receivers, and transmitters..
Knowledge of spectrum-related data exchange format named Standard Spectrum Resource Format (SSRF) a huge plus.
Knowledge of GitLab a plus.
Knowledge of XML, XSD, XSLT.


5+ years experience writing technical documentation.
Bachelors Degree (BA/BS) or equivalent combination of education, spectrum training, or 15+ years of work experience.
